The Waste Engineer reports to the Site Manager in support of the Decontamination and Decommissioning (D&D) efforts at either the Knolls Atomic Power Laboratory in Niskayuna, New York as a part of a joint venture with BWX Technologies to form BWSR. BWSR is the Decontamination, Decommissioning, and Demolition (D&D) sub-contractor for the Naval Reactor Facilities Knolls Atomic Power Lab performing the remediation of legacy nuclear and environmental materials on site. The main project areas at the site include remediation of historical research facilities, demolition of buildings, and characterization of site-infrastructure to support on-going maintenance and construction. This position will perform a variety of Project Engineering and regulatory work on all phases of the project, while being responsible to work withing the project's waste management program. Other duties may be assigned. Key Responsibilities:
Provide adequate, effective, and auditable systems to assure wastes are properly identified, characterized, measured, stored, segregated, packaged, shipped, and dispositioned in a cost-effective manner and in compliance with Federal, State and Local environmental regulations for management and shipping of both hazardous, mixed hazardous, PCB contaminated, asbestos and radioactive waste. Specific Responsibilities include but are not limited to: Develop and manage the waste characterization program to include the identification of methods and establishment of procedures to accurately determine the physical, chemical, and radiological properties of waste. Develops reviews and approves documentation of the process on how to physically, chemically, and radiologically characterize all waste to be generated during D&D activities for disposal and DOT shipment. Establish and document standard sampling, provide analysis, and measurement programs for radiological and hazardous wastes. Provide oversight of the implementation to assure program requirements are met. Prepare and maintain oversight of the waste management and certification program. Coordinate a system of self-assessments, surveillance, and audits to assure the quality of transportation and waste management program is sufficient to accomplish desired results. Develop and manage a system for control of decommissioning and operational processes generating radioactive and hazardous waste through procedural and conformance reviews. Manage the technical aspect of procurement and maintenance of subcontracts for waste analysis, packaging, treatment, transportation, and disposal. Provides work direction to four waste engineers Preparation of waste characterization/sampling plans (radiological, hazardous, and asbestos). Interfaces with BMPC Waste counterparts, operations and production personnel to provide technical support and ensure environmental compliance. Periodic surveillance of waste storage and accumulation areas to ensure compliance. Reviews and concurrence with all technical work documents. Basic Qualifications: A.S. degree in Engineering or Science is required Broad experience in Environmental and/or Waste Management and Radiological Controls Strong Regulatory Experience; Familiarity and practical experience implementing RCRA and EPA waste regulations Specific experience with asbestos disposal, lead paint, and other industrial hazardous wastes is preferred. Minimum of 8 years of experience in related field Radiological and environmental D&D experience is preferred +Knowledge of construction field US Citizenship is required: no dual citizenship Prior Naval Nuclear Propulsion Program experience is preferred Ability to obtain and maintain a Department of Energy Level L Security Clearance Ability to obtain and maintain radiological qualifications
