Job Summary
JOB SUMMARY:
The Deputy Director of Infrastructure, Electrical Engineering is responsible for establishing new and interpreting existing department policies and procedures, creating/revising electrical and power standards and quality management. They will oversee coordination with other departments and outside agencies as needed in order to create a multi-year electrical/power infrastructure program to establish the MBTA's needs for all electrical and power related assets. They will also provide highly complex engineering support to the Chief Engineer's Office, Maintenance Departments and Capital Delivery.

DUTIES & RESPONSIBILITIES:
*Liaise with all departments within Engineering & Maintenance such as; Transit Facilities Maintenance, Power Division, Signal Division and Maintenance of Way to assist with: *Coordinating asset end-of-life with capital renewals
*Developing scopes of work and preliminary engineering for transition to the Capital Delivery, Design and Construction Department
*Developing electrical and power standards system-wide to ensure consistency across all disciplines within the MBTA
*Performing engineering and design review of work performed by consultants, contractors, and MBTA engineering staff
*Quality Management functions including: conducting site inspections of systems and materials to verify quality
*Responsible for communicating project priorities to develop future capital project scopes of work.
*Evaluates and recommends improvements to testing procedures, safety standards and quality management standards related to electrical and power policies.
*Develop electrical standard, power system standards and engineering designs at various levels of completion ranging from preliminary or conceptual to final, specifications and standards for modifications to MBTA infrastructure.
*Utilize established methods and procedures to ensure infrastructure designs are in conformance with MBTA requirements and standards.
*Manage the development and implementation of the department's Capital Improvement Program (CIP), setting goals, policies and priorities.
*Review and evaluate work methods and procedures. Identify opportunities for improvements and directs and implements change.
*Explains, justifies and defends department programs, policies and procedures.
*Develop budgets and reports for proposed projects, evaluating various impacts of proposed projects to determine feasibility, providing recommendations to executive management and participating on technical committees and panels.
*Supports operational, facilities, real estate and planning functions by examining and identifying deficiencies within existing electrical and power systems, preparing recommendations for improvements, providing technical advice and guidance, reviewing development projects that may impact existing rail systems and facilities and participating in internal audits as needed.
*Supervise engineers and project managers within OCE and support Infrastructure Engineering and Planning, as well as Infrastructure Capital Design Project Managers.
*Respond or report to work as directed by supervisory personnel for emergencies, extreme weather conditions, or any other abnormal conditions that impair service or the safety of service, twenty-four (24) hours per day, seven (7) days per week.
*Drive a company or personal vehicle to visit work sites and to assist at emergencies and/or events as needed; respond to each inquiry in a courteous and professional manner consistent with the Authority's customer service quality standard.
*Uphold the rights and interest of a workforce by ensuring the fair and consistent application and strict adherence to the rules, regulations, collective bargaining agreements (if applicable) and policies of the Authority including the EEO, Anti-Discrimination and Anti-Harassment and Anti-Retaliation policies.
*Perform other related duties and projects as assigned.
MINIMUM REQUIREMENTS/QUALIFICATIONS:
*A Bachelor's Degree from an accredited institution in electrical engineering, or a related field.
*A Massachusetts Professional Engineering (PE) license (or the ability to become registered in Massachusetts within 6 months).
*Five (5) years of experience performing professional electrical engineering work in design, estimating, construction and contract administration.
*A combination of experience with high voltage AC and/or DC power distribution networks and their associated electrical control systems. Familiarity with control systems hardware and automated control and monitoring systems.
*Working knowledge of CAD, Word, Excel, mainframe or database applications.
*Proficient with the use of MS Office, PowerPoint and Graphic applications.
*Effectively communicate with customers, employees, vendors, contractors, designers, public legislators, and state and federal agencies.
*Have excellent customer service, conflict resolution, negotiation, communication skills.
*Effective organizational, analytical, confidentiality, quantitative, multi-tasking and time management skills;
*Possession of a valid driver's license without infractions in accordance with MBTA policy.
*Ability to pass a Criminal Offender Record Information (CORI) check, background screening, and the MBTA's medical requirements, including a physical examination and drug and alcohol screening.
*Have a satisfactory work record for the two (2) years immediately prior to the closing date of this posting, including overall employment, job performance, discipline, and safety records (infractions and/or offenses occurring after the closing of the posting and before the filling of a vacancy may preclude a candidate from consideration for selection).
*Have the ability to work any and all shifts and/or locations assigned or directed.

PREFERENCES:
*A Master's Degree in electrical, civil, structural, mechanical engineering, facilities management, business administration or a related field from an accredited institution.
*Experience with transit system construction.
*Familiarity with gas turbine and generator operations and maintenance procedures.
*Experience managing Projects with MS Project 2013 or Primavera P3; resource loading within such construction schedules.
