## Minimum Qualifications
Qualifications include a Bachelor's Degree in the field of Environmental Science or Natural Sciences such as biology, geological sciences, chemistry, environmental or earth science, and three years of professional research experience related to environmental monitoring, or a Master's Degree in the field of Environmental Science or Natural Sciences and two years of such experience, or a Doctorate in the field of Environmental Science or Natural Sciences. Experience directly related to water pollution is not required to apply but is considered a preferred area of specialty. ## Duties Description
The Research Scientist 2 will assist staff and other DER scientific investigators on environmental contamination issues and will be responsible for providing expert analyses required for the development of technically sound remediation plans that protect the environment and minimize the public's exposure to hazardous substances. A focus of the Research Scientist 2 position is to assist project managers assigned to the Hudson and Grasse River National Priorities List (NPL) sites and other sediment sites with needed research and data analytics associated with the complex data assessment related to fish, sediment and water quality conditions and trends. Certain aspects of the Hudson River and other projects will also require project management capabilities especially in the area of direct data collection in the field and/or oversight of contractors performing the needed investigative/date collection efforts. The position will require the person to accurately collect, assess and present the data such that long-term decision making is appropriate for these very large and complicated sites.
Develop research plans, as necessary, and develop or review sampling and analysis plans for affected media to ensure that remedial programs implemented at sediment sites are effective at performing the intended objectives.
Develop, and coordinate with others in the preparation and use of sound and comprehensive quality assurance plans for the analysis of PCB samples, as well as the validation of PCB data.
Perform, manage and/or oversee the real-time data collection relevant to site investigations and site management and utilize the data in performance of the various job duties.
Present the results of research at training for fellow Department employees, in peer-reviewed journals and at scientific meetings.
Provide peer review for PCB remediation projects in the Bureau.
Supervise lower level research scientists, upon availability of those positions within DER.
Represent the Department at professional meetings and coordinate with environmental groups to exchange information and expand the Department's understanding of issues related to the Hudson River PCB remediation and effects/impacts.
Develop a research program to assess partitioning of PCBs to specific media (e.g., soil, water sediment.) for the Hudson River and other sediment sites.
Review available data to assist project managers with the development of an initial sampling program for the Lower Hudson River that will identify the significant variables that are important for development of a full remedial investigation.
Interpret the effectiveness of remedial action in reducing PCB concentrations in the Hudson River. This would include regression analysis of long-term surface water trends, review of incoming data to determine loading of PCBs to the river during high flow events and base conditions, spatial analysis of sediment concentration and impacts to fish, and determining rates of recovery in river sections.
Assist project managers in determining impacts of flood mud on the floodplains of the Hudson River and whether the floodplains are a continuing source of PCBs to the river environment.
Assist in the development or review of site-specific sediment remediation remedial optimization programs.
Develop a research program to assess the potential for the presence of and environmental or human health impacts from hydroxylated PCBs in the Hudson River environment.

Due to the nature of the research for this position the area of specialty will be within Water Pollution. ## Additional Comments
Must have valid driver's license or demonstrate the ability to meet the transportation needs of the position. Use of personal protection equipment, including a respirator, will be required. Must be able to negotiate difficult terrain and work in adverse weather conditions. Travel and overtime may be required. Must successfully complete (or have completed) the 40-hour OSHA 1910.120 training course and all other required training. Must complete an annual Health and Safety Program including medical monitoring, fit testing, and 40 (or 8) hour OSHA HAZWOPER certification. ## Notes on Applying
